A Study of the Organization of the DPP’s Party Group in the Legislative Yuan

Parliamentary party group (PPG) is a very important organizational institutionin modern parliamentary operation. After the Legislative Yuan was reelectedentirely in 1992, the PPG has improved its political status and influence. This paperfocuses on the organizational issue of DPP’s parliamentary group, and it attempts toexplore its organizational formation, positioning and structure. It finds: 1)Organizational formation evolves with Taiwan’s election and the overall reelectionof the Legislative Yuan. The parliamentary group is the organizational result of theDPP’s votes and seats in the Legislative Yuan. 2) Regarding organizationalpositioning, before 2000, parliamentary group was superior to the Central PartyHeadquarters in decision-making status, according to the party’s developmental line,legislators’ status in the Central Standing Committee, formation of its PPG’sorganizational rules. After 2000, although the parliamentary group was stillinfluential, it becomes dominated by the more powerful President and ExecutiveYuan. 3) In terms of organizational structure, the parliamentary group had only afew members with a simple structure in the beginning. But after it learns from theFraktion of German Bundestag, its organizational structure becomes more extensiveand complicated. Moreover, factional cohabitation is the character of itsorganizational structure. After 2000, the DPP turns to be the biggest party in theLegislative Yuan, and the seniority system has increasingly been observed by themain cadres of DPP’s parliamentary group.
