Holistic governance theory, as developed by British scholar Perri 6, argues that,in order to avoid governance fragmentation derived from functional divisions, thenext generation government should be holistic, preventive, culture-changing andresults-oriented.This article advocates three strategies to institutionalize holistic governance:online governance infrastructure, integrated governmental structure, and activebureaucracy. The governance state of holistic governance, which requires delicateinformation infrastructure, organizational structure and personnel system, may bedifficult to reach but presents a challenging task to government and the discipline ofpublic administration.
