NGO and Its Impact on Chinese Human Rights: on the Networking Effect of NGO

This paper aims to find out the impact of human rights NGO on the Chinesehuman rights affairs. The paper firstly identified ‘networking’ as the major strategyadopted by the human rights NGOs, and then further examined how and what thenetworking strategy could achieve following the spiral model, which was developedaccording to the Latin-American cases. The research continued to study the Chinesecase and discovered that as expected by the spiral model, human rights NGO had castcertain impact on the Chinese government initially. The ‘spiral’ effect of the NGOs,nevertheless, was interrupted in the second half of 1990s, mainly because of thePRC’s new human rights diplomacy and growing economic and political power.
