The organizational revision for the Executive Yuan should be based upon the critical political and economic changes at both international and domestic levels. The basic framework of the “eight ministries and two commissions” in the current Executive  Yuan  is  actually  a  residual  of  the  wartime  system,  extended  from  the civil war in 1940s. Facing the changes in the domestic authoritarian transformation, the phase-out of the Cold War, and the corresponding alternation in the roles of the government, the basic framework of the Executive Yuan will be better revised to be a structure composed of “thirteen ministries and two commissions”.
