Abstract
This paper attempts to address the research question: “are political understandings of the bureaucrats incompatible with the Weberian model of administrative neutrality” by analyzing data from the 2008 Taiwan Government Bureaucrat Survey (TGBS) using exploratory factor analysis, Person’s correlation and structural equation modeling (SEM) statistical techniques. Analysis on overall effect not only demonstrates that the theoretical model fits well but also indicates that the partisan political understandings of the bureaucrats leads to a significant negative effect on administrative neutrality. Finally, policy recommendations and a future research agenda are discussed in the conclusion.
