Policy Network Analysis from the Action-System Perspective: A Case Study of Taichung Industrial Park Road-Extension Controversy

The concept of Policy Network is used to describe the way in which theinteractive relationships of policy stakeholders influence policy outcome, in theWest. Applying the action system perspective when analyzing data on actorparticipation, we find that policy interests and influential structures in policynetworks is helpful in exploring the policy network structure. The TaichungIndustrial Park Road Extension Controversy in this study, and many of the policystakeholders have been involved in complex policy interests for a long while.Literature collections and in-depth interviews are utilized in this research fordetermining three critical events and their relevant participants. The collectiveaction systems of the three events are divided into two opposing groups, each withconflicting interests in terms of either agreeing or disagreeing with the RoadExtention. Transcripts from 24 interviews show that the participants’ policyinfluence in these three events depends on the communicative relationshipsembedded in the stable social network. On the basis of the above analysis, it isconcluded that there is no negotiating channel for the two opposing groups in thesethree events. Furthermore, it is recommended that a rational bridge for discussionbe built in order to avoid conflict of interests.
