This paper focuses on patterns of network analysis in sociological and politicalacademic domains. By literature review of the patterns and construction oftheoretical concepts we can clean out the development of policy networks in policydecision-making models. Furthermore, in analyzing the models of policy decision-making, this paper explores the development of network analysis. By carrying outinvestigation into Taiwan’s extensive network of foreign workers and discussingorganizational state, the suitable function of network analysis in the policy analysiswill be realized. This paper concentrates on the constructional difference betweenorganizational networks and typical policy networks at macro, meso and micro level.According to the construction of meso-level, it suggests only articulate diverselevels in network analysis and is significant in making a breakthrough of dualdilemma in the strategic discussions of different social science landscapes.
