八、演講摘要:
本文有雙重目地。首先,它從當今國際關係學界的『批判性人類安全研究』(Critical Human Security Studies, CHSS)來檢視日本的人類安全政策。本文試圖表明日本的人類安全政策要實現CHSS所倡導的人類解放還有很長的一段路要走。其次,本文從後殖民角度進一步批判CHSS的缺失,並以此發展對日本人類安全政策的進一步批評。後殖民方法一方面強調庶民聲音在政策制定時的重要性,另一方面也考慮國家身份認同對安全政策制定的影響。本文嘗試爭辯後殖民的觀點可以開放更多人類安全解放的可能性,本文所理解的解放是一個需要不斷維持批判性來達到解放目的的過程。
The aim of this article is twofold. Firstly, it demonstrates that Japan’s approach to human security is a long way from fulfilling the kinds of emancipatory ends that Critical Security Studies (CSS) advocates. Secondly, the article critically reflects upon the CSS enterprise from a postcolonial angle to demonstrate what CSS misses and to further develop a critique of Japan’s human security policy. This postcolonial approach entails engaging with the subaltern voice on the one hand, whilst considering questions of identity in which human security policies are embedded. This enables a consideration of the ideational constraints working against policy makers whilst exposing the possibilities for more emancipatory policy options within the Japanese policy making community. This article understands emancipation as a process requires maintaining a critical stance whilst moving step-by-step to engender more emancipatory policy outcomes.
