外交政策議題

（一）本課程的性質與教學目標：
本課程乃以社會科學院政治系國際關係組三年級修習進階學程同學為主要對象所開授之必修課，學程為一學期。在課程設計上，本課程與「外交決策與政策」前後銜接，具有連貫性。本課程旨在介紹討論現代國際體系中，國家制定外交政策的三個層面：（1）輸入因素（2）決策過程（3）政策產出，當中的第一個層面，作為「外交決策與政策」側重後二層面的基礎。本課程將兼重法則、理論、概念的說明，以及其與事實例證之間的相互印證。本課程始於通論性介紹，而後將涵蓋有關外交政策輸入因素的個別議題，以及個別國家政策等特定範圍。

（二）課程要求：課堂參與（10%）、小組報告（30%）、期末考（60%）。
