To be Hegemony or Community: Redefining Contemporary East Asia Order from Chinese Perspective
The rise of China has significant implication for the East Asian world. Such implication has evolved into a critical question: Could China’s surge be the form of United State-like hegemony or Europe-like community? Rather than simply focusing on the material calculation, like size of economy and military expanding, this article tries to offer an alternative assessment of China’s rise from the ideational perspective. Relying on its rich traditions and cultural superiority, China was able to maintain thePax Sinica order in the context of ancient East Asia. This cultural legacy is not merely used as the references for contemporary rise of China; it also exerts the powerful influence on Chinese thinking to conduct the contemporary cultural strategy. Drawing on the traditions, Chinese scholars propose an alternative interpretation of rising power, that is, the benevolent hegemony, which is neither the form of traditional hegemony nor the community. In other words, China is trying to redefine the existing international order from Chinese perspective. However, the efficacy of this proposal is largely undermined because of the theoretical and practical limitations, which has reduced the possibility for China to reconstruct the future East Asia order in Chinese-led version.
